I work as a journeyman electrician in “X” state. Sometimes my employer sends me to “Y” neighboring state to do jobs there. X and Y states have reciprocating electrical licenses, meaning as long as I’m licensed in X, I only need to send in an application for my license to be recognized in Y.

Now they’re starting to accept jobs in “Z” neighboring state, but Z doesn’t reciprocate licenses with X or Y.

I just got an email telling me to take a 4 hour test to gain a journeyman license in Z state. The email said that my employer would pay for the test and licensing fees, but not for the 4 hours I would spend actually taking the test.

Is this legal? It sounds to me like it might be “required training” in which case they would have to pay me, but if I’m already technically trained and qualified and it’s only a matter of licensure idk.

I would absolutely love it if any of y’all could point me towards specific regulations about this so I can send my boss a plain and simple reply with the rules they would need to follow. My fear however is that there isn’t any specific rules about my exact situation.
