Banks need to send a paper notice in case you got switched without knowledge or consent.
Otherwise you get old people who get unwillingly opted in by a dark design patterns and then have to call up and ask why they don’t get paper statements.
I cannot count the number of times I gotten a coercive UI trying to force me to drop paper statements.

Yep. It’s, sadly, a necessary evil. At least it’s a one-time paper waste rather than a recurring one. Still a net win.
Of all the resources to care about, paper is about as low a priority as I can imagine.
That’s understandable, but this wasn’t from the bank. It’s basically a reminder for something I had already consented to in writing.
This grinds my gears so much. And it’s always an “ask me later” option if you don’t.
Again it’s to send a notice to the address on record. Just in case somebody else took the action without you knowing.
If they did it every month that would be an issue for me.
