You know, it would be a different matter if all of this legislation was equally and unilaterally enforced. It would still be very problematic, but it would hold the problems in the spotlight and force them to be confronted. Right now if something is convenient for the state but detrimental to the masses, the downsides can just be swept under the rug with a little propaganda.
