    This is somewhat misleading.

    They have to file their claim before the end of the year. But then they can add the proof later.

    Do affected people also get a check of a whopping $3.96 in Germany? Or is that just a US thing?

      Its 100€ if you can not prove that any harm was done. It could be more with proof (ie spam call logs etc)
