IIRC, USSR did studies after WWII, that found that disabled people who were able to contribute to society had developed overall significantly less mental problems, so there were instituted special programs for organizing workplaces specificially adapted for disabled people. Most people like to feel that they are doing something useful for society.

Even if someone can work there are virtually no employers who will touch someone who has been out of work for years. Unless employers are required to hire disabled people, disabled people won’t be hired.

I feel like to focus should be to incorporate people with a disability into society as much as possible while listening to their needs and wants. It is no use to focus solely on how much money they generate with ‘work’. And sadly very little government programs seem to do just that.
