I am not well versed in my monogatari, but as far as I can tell, this is a compilation movie summarizing three other movies that comprise the Koyomi Vamp arc.
I wonder how commercially successful these compilation projects are. If it is profitable enough, it could be worthwhile to do it without the intention of announcing a new project. I don’t really claim to know how the economics of these things typically work.
I wonder if it’s to get a bit of extra cashflow for sequels, without needing to invest much time into it. Often, I feel like a summary does tend to mean something new is coming.
